Why are controls needed?

Imagine for a moment that you command an ocean-going petroleum tanker ship.

Your vessel carries several hundred tons of both cargo and crew; the cargo is worth several million dollars, and the potential loss of an accident while en route could be catastrophic.

So, do we allow the helmsmen to pick the most scenic route? Do we allow the chief engineer to forget to purchase bunker fuel and refill the tanks? Do we allow the deckhands to decide what they feel like doing day-to-day?

No, of course not.
